On June 14, 2025, the 8th China Pharmaceutical Regulatory Science Conference, hosted by the China Pharmaceutical Regulatory Research Association, grandly opened at the Beijing Conference Center. Zhou Xuehui, Managing Director of Guangzhou Biaoji Packaging Equipment Co., Ltd., delivered a report on June 15 at a sub-forum as the only enterprise representative in packaging material testing.
With the core theme of "Comprehensive Deepening of Reform, Full Promotion of Innovation, and All-around High-quality Development — Regulatory Science Empowering the Modernization of Chinese-style Pharmaceutical Regulation," the conference gathered top decision-makers, academic authorities, and industry leaders in the national pharmaceutical regulatory field. Experts and scholars such as Xu Jinghe, Member of the Party Group and Deputy Director of the National Medical Products Administration (NMPA); Academician Chen Runsheng of the Chinese Academy of Sciences; Jiang Jiandong, Dean of the Institute of Materia Medica of the Chinese Academy of Medical Sciences and Academician of the Chinese Academy of Engineering; Zhao Junning, Former Deputy Director of NMPA; Zhou Le, Deputy Director of the Drug Regulatory Department of NMPA; Liu Jihong, Deputy Director of the Policy and Regulation Department; and Shen Chuanyong, Director of the Drug Evaluation Center of NMPA, attended and delivered speeches.
Xu Jinghe, Member of the Party Group and Deputy Director of NMPA, attended the opening ceremony and delivered an important speech. He emphasized that the pharmaceutical regulatory system should thoroughly implement the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, fully implement the Opinions of the General Office of the State Council on Comprehensively Deepening the Reform of Pharmaceutical and Medical Device Regulation to Promote the High-quality Development of the Pharmaceutical Industry, continue to deepen the reform of the review and approval system, strengthen full-life cycle quality supervision, and make greater contributions to protecting and promoting public health.
At the sub-forum "Policies and Technical Regulation for Excipients, Primary Packaging Materials of Innovative and Generic Preparations" held on June 15, Zhou Xuehui, Managing Director of Guangzhou Biaoji Packaging Equipment Co., Ltd., delivered a special report titled Barrier Property Testing Technology and Instruments for Plastic Packaging Materials. This moment marked a milestone — among 15 sub-forums and nearly 100 special reports, Guangzhou Biaoji was the only packaging material testing enterprise to report onstage!
The report directly addressed the core pain point of drug safety: the barrier properties of packaging materials. General Manager Zhou Xuehui deeply analyzed the decisive role of barrier property testing in ensuring the stability, effectiveness, and safety of drugs, and demonstrated Biaoji's innovative achievements from multiple aspects: independent patented core components (high-precision infrared sensors), overall barrier property testing solutions for packaging containers, and case displays of cutting-edge testing technologies.
Although pharmaceutical packaging materials are small, they serve as the first line of defense for drug safety. Minor defects in packaging materials may lead to drug failure or even deterioration, directly threatening patients' health. Biaoji's technical system acts as a "scientific and technological sentry" guarding this line of defense. Zhou Xuehui stated that as a national high-tech enterprise with 23 years of deep cultivation in the packaging testing field, Guangzhou Biaoji has grown into an industry benchmark, a national standard setter (developer of national standard reference materials for water vapor transmission, oxygen transmission, and gas permeability), a national-level certified enterprise (National Specialized, Special and New "Little Giant" Enterprise, National Intellectual Property Advantage Enterprise), a testing authority (possessing CNAS/CMA dual-certified third-party testing company), and a technological leader (products covering core testing areas such as gas permeability and water vapor permeability, providing full-process quality control solutions for pharmaceutical enterprises).
Being the only enterprise representative in packaging material testing at the conference reflects the recognition of NMPA, the National Institutes for Food and Drug Control, the Research Association, and the Organizing Committee for Biaoji's products and technical strength.
